HOW do you turn on your bluetooth on your laptop?

1. BT is an optional extra, is your wireless card Dell(TM) TrueMobile(TM) 360 Bluetooth Module.
2. Ensure it is enabled in BIOS.
3. One of your functions keys (F2?) will have a BT icon, press FN+key to enable.
4. Check Windows Control Panel, or if you have icon in system tray, right-click and enable.

As das_stig said: If you do have Bluetooth, you need the driver for it from Dell's site, and you need to enable it using the appropriate hotkeys on your keyboard. You may also toggle it on/off using the system tray icon/utility (bottom right corner, near your clock).
