What's the capacity of your battery?
How old is the battery?
What's the power rating of the charger?
Which laptop do you have?

There are many variables.
It will depend of the charger power output, battery capacity, battery temperature, battery age, etc...
When you first connect the power the voltage shoots up quickly and as the battery capacity fills up and the battery warms up the voltage is reduced to protect the battery ans system.
