How to access the setup menu

I have a Toshiba 23L1350u TV that has had low volume since the day I bought it. I want to see if I can adjust the volume through the setup menu. I found a couple of ways on the web but neither of them work. Example:

* Press the {MENU} button on the remote.
* Highlight the "Picture" icon.
* Press the {9} {3} {0} {1} buttons
on the remote control.

I've used setup menus many times years ago with the old CRT's but I'm not familiar with the new LCD type of TV's. Does anyone have any suggestions on how to access the setup codes? Thank you.

I suspect it won't solve your volume issue. Don't change anything without making a note of the default setting so you can return to it.
