How to charge my windows phone on laptop

Hello,
I have my windows 7 samsung omnia phone connected to my dell laptop with usb cable & it wont charge my phone..my ordinary adaptor for phone is not working..ther is an icon showing saying safely remove hardware..any clues as to how this works.

The PC is probably reading it as a storage device. If a CD came with the phone, install the drivers for the phone so the PC recognizes it as a phone.
