How to control fan speed of laptop cooling pad?

hey i just bought a cooling pad for my laptop, and it's working like a charm, my temps dropped by like 20 celsius, but the thing is the fan is always at full speed, and sounds like a jet engine at times, is there a way i can control the fan speed using some type of fan speed controller in between the power plug and my laptop, or is there a way to control the wattage output on a specific usb port with some software, any idea, would be greatly appreciated

I assume you mean the cooling pad fan, not the laptop fan?

If the power wires leading to the fan are exposed, you can insert a potentiometer (basically a dial) to control the speed. It's a pretty straightforward mod, though you do need some experience with electronics and equipment (mainly a soldering iron). Do be aware that some fans are designed with a minimum operating voltage, and if you use the pot to drop the power below that voltage, rather than slow down the fan will just stop.
