How to cure the curse of old laptops :D

Well, I'm stuck with a 4 year old laptop hehe...
Acer Aspire 5102wlmi
1.5gb Ram
120gb PATA HDD
AMD Turion 1.6ghz Dual Core
X1300 128mb dedicated

And it used to be able to run Counter Strike on full on a 22" (1680x1050) but now it can even run it smoothly on its own resolution! (1280x800)
Massive overheating problems. Have notebook fan cooler underneath thank god but still gets too hot when playing simple games such as CSS.
MASSIVE LAG WHEN TOO HOT! Even when just watching YouTube.
No difference even when I changed from XP to Windows 7. Still same problems.
Any solutions?

BTW: Im out of budget (clearly) for upgrading anything on the hardware part...but when it comes to software

If it gets hot, it will throttle back in speed to lessen the amount of heat build up. You need to find out why it is getting too hot. Dust, dirt, fans not working, there is a reason.

Clean the fans and heatsinks out with compressed air.

Even if all the fans are working, all the vents could be clogged with dust, which will prevent heat from getting out.

The heat-sink compound may have dried up under the CPU fan
