How to enable webcam?

My webcam isn't showing in the "sound" section "manage audio devices" tab and "recording devices" would there be another place to enable it?

On some laptops (eg Lenovo), there's special utility which enables / disables camera, microphone, etc/

Unless your webcam has a microphone, you won't see it in the "Recording devices".

So, what exactly are you trying to see / hear / record? Models of camera / laptop?
