If you have a PC, you can install a free application from Apple called: "iPhone Configuration Utility" (Under Enterprise tools). It will show all device hardware/app details. Install the configuration utility and connect your iPad or iPhone via usb cable to your PC. Then, run the utility from your start menu on PC.

The iPad doesn't have a phone number but can make and receive calls from a nearby iPhone that shares a iCloud account. Look in Settings>Facetime and turn off iPhone Cellular Calls on the devices you don't want to ring.
if you have you phone number registered to your apple id for facetimes calls/imessages, it woudl come up on that dropdown menu and it would be greyed out
