Do you mean the display does not rotate at all or only when you are in the camera program? Did you try simply rebooting the phone? If you did, try a 3rd party camera app see if that rotates. I've had some funny issues with the built-in Android camera app on an older phone and a 3rd party app worked better in those cases for me.
