How to fix setup utility on a an acer

My laptop keeps flashing on and off and all it comes up with is setup utility. Is there anyway to use setup utility to turn my acer back to normal?

A system not staying turned on is often a hardware issue. What exactly is happening when you turn on the laptop? Did this start out of no-where or after something you did?
