how to get sound to play on jvc tv when i connect desktop with 3.5 mm audio jacks

Need more details here, what JVC TV? How are you connecting the laptop to the TV? You need to make sure that the video and audio inputs are on the same input channel. You can't use the 3.5 mm input if the video that matches that is VGA but you are using it with HDMI or some sort of other adapter.
