If it was stolen, all that can pretty much be done is to file a stolen property report with the police and hope they find it.

That serial number is for internal purposes with Toshiba and can't be used to physically trace the location of the laptop. There is special software for that, but if you don't have it installed, then chances are that unless the laptop is returned, it is gone. 🙁
