How to make a bootable media to install OS X

I'll try to make this sound as simple as possible
I have a Mac laptop with a hard drive with nothing on it
Nothing whatsoever
I want to know how to make a usb/dvd to install OS X but I don't have another Mac
Only a windows pc
So my question is how do I make a bootable usb/dvd to install OS X without another Mac

Also the hard drive is blank with nothing on it. Not a single file.

just install linux or go online and buy osx for like 20 bucks.
