How to make a hotspot for sharing internet provided by USB Dongle

I am running Windows 8.1, 64-bit. I have a 4G USB Dongle (that means that IT IS NOT A WIFI). Is there a way to share this connection? Like, I want to share this connection over multiple devices.
1) If there is an app for that, please suggest it.
2) If there is a way to connect it to my WiFi router via an Ethernet cable, is there a way??!!
My normal WiFi isn't working, so I would like to know if there is a way to share this connection over multiple, or even 2 devices?

Some higher-end routers have a USB port to attach a cellular modem to. This is the ideal option.
