How to Reboot my device if hdd/sdd is not available in my toshiba satellite radius laptop

I have tried rebooting with various videos on Youtube but it cannot find the hardware
Please suggest an answer

You have to have a working hdd/sdd to be able to boot a laptop. Without it you are going nowhere as there is nothing to access.

Perhaps you meant something else? Or left out some details?
