My friend gave me an a Samsung Galaxy J1 that he had from his boss to use for Waze and his boss uninstalled all apps including settings, is there anything i could do about it?

What do you mean the boss uninstalled all apps? As in the phone was locked down? Return it, it does not seem like it was actually your friends to give away. If it was, ask him to have his boss undo what was done.
