On computer, I can watch a 4k video on my 1080p monitor. But on cellphone, it doesn't let me even have an option to watch a resoluti

You need to contact your service provider as it is likely capped by them based on your plan.

Maybe beacuse of CODEC standards incompatibilities. 4k uses different standards than 1080 p and that might not be compatible in your phone
