how to run dos 16 bit applications on windows 8 64 bit

I have windows 8 64 bit and my application is in clipper. While running application it say 16 bit cannot run on 64 bit. Is there a solution for this

Only way is to install a VM (VirtualBox, VMWare, etc.), install a 32-bit OS in the VM, and then install and run the application there.

You don't need full-blown modern Windows inside VM to run Clipper, off-the-shelf DOS will do as well.
You can also try DOSBox.

Anyway - this Clipper app needs some data, where is this data coming from? Does it need networking? You have to answer (yourself) these questions first.

If I was you - I would get $50 XP box off eBay, and run that application. YOu are 15 years overdue for replacement of this app.
