You could try starting up the laptop in "Safe Mode" and see if it will load. Granted, if it does, it will have limited capabilities, however this will also tell you that there is something on the device that is causing it not to load correctly. Virus, malware, bad program, etc. Which would then have to be removed to get it to work.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
a. Press the "F4" key to Enable "Safe Mode".
(The computer will then start in "Safe Mode" with a minimal set of drivers and services.)
