How to unlock accesses denied or how to get security tab

my drive c:\ is locked cant access anything from it and even to open program files.

Can you boot up to the desktop using your Account or the Administrator Account?

Or can you tell us if this computer is using Bitlocker, where it won't boot up without a password, or the Encrypted Files System, where certain files are enctypted?

Not sure how you booted if your C:\ is "locked" and not accessible.
