How would i take my USB webcam and beable to stream live footage straight to my phone for a a security camera?

They only way I know of to do that, set up the webcam to work with your smartphone, would be to use an app. There are a few out there, but one I know of is "tinyCam Monitor FREE". They have a free and paid version. You can find them both on Google Play.

I would suggest trying that and see how it works for you.
