Hp 15 with window 10 CPU maxed out

My wife got an hp15 with Windows 10. It has a 1 GHz dual core AMD and a 4 gb of ram. It was really slow so I pulled up the control panel. The CPU is running at 100% almost all the time. She has installed chrome, origin and wizards101. That is it. Is this machine just too underpowered for 10?

It is pretty underpowered, but the real problem might be whatever crapware is preinstalled on that thing.
I have Win 10 running on older, lower powered systems.

A clean install of the OS, without any bloatware, might sort of fix the issue.

Then yes, that "1 GHz dual core AMD" is too underpowered to reliably run any Windows OS from this decade. Not just Win 10.
