That is not much to work with. Below is a video showing GTA 5 running at 800 x 600 resolution on a Surface Pro 2 with the Intel Core i5-4200u and Intel HD 4400 graphics core. If you can find a laptop with that CPU in your budget, then you should get similar results.

The last time I checked there are graphics problems and lower performance in GTA 5 with the newer Intel HD 5500 graphics core that is in the Haswell generation Intel CPUs like the i5-5200u.
