I can't turn on Data Connection - Lumia 735

I can't turn on Data Connection on my Lumia 735, a relatively cheap smartphone. I'm just wondering what I should do? It's been like this for ages and I've just now decided I'm done and needa fix this. I've hard reset it etc.. Nothing happens.

What do you mean that you can't turn it on? The option does not work or it looks on but just does not have the connection? Did you check with your service provider?
