It doesn't require an app.

You should be able to go into "Settings" and then "WiFi" to turn on the ability to access "WiFi". Now that won't get you internet. You need a WiFi connection to connect to for it to work.

It would be rather odd for the option for "WiFi" not be in the "Settings" of the tablet. If it isn't in there for some reason, then you need to check the specifications for that device as it may not have come with the ability to connect to WiFi. While that is unusual in a newer device, it can sometimes be found in older ones.
