I have a clear tunes TV that was purchased for an inmate she had it plugged into a surge protector the TV is model number CT 15145 after several brownouts there at the prison TV quit working is there something she needs to do to reset it the power light comes on when it's still plugged in but she can't get the TV to turn on is there something she needs to do or can do to fix this situation it is no longer in the hundred eighty day warranty that is all that she could have got for the TV we need to know if there's any way of preserving this TV or if this is a normal occurrence that every 6 months they quit working again brownouts at the prison caused it to stop working it is plugged into a surge protector and the red power light comes on but she can't get it to turn on please advise if there's a way to fix this as these TVs are very expensive through the jail

Probably the only way to fix the TV would be to start replacing the boards, there are likely a few, system board and a power board. Power issues can cause electronics to die, even through a surge protector that will not protect you from a power outage, a "brownout" is not a "surge", it's a sag in the electrical current. A USP would protect against that, not a surge protector.

The red light just shows that the TV is plugged into an active AC outlet.
The set likely has a blown power supply. It might be on a separate board that could be replaced or might require a tech to rebuild. Is there someone at the prison that can do the repair? I doubt it's an uncommon problem with brownouts. As hang-the-9 says a UPS would offer some protection. Surge protectors wear out over time and need to be replaced periodically so even the one she has may no longer be effective.
