I have a compaq laptop power comes on but screen stays black and caps lock blinks

How many times does it blink? Do any other keys blink like the Num Lock key? Count how many times either or both blink and then you can search for "Compaq blink codes" and it should take you to an HP site that will tell you what they mean.
I have personally had this happen on 2 laptops and the first one was a bad processor that needed replacing and the second had a bad graphics chip (brought back to life by baking the motherboard in the oven).

2 times and tried taking the battery out and reset it still black screen

The manufacturer's website should have documentation for your model. That documentation should contain information about what you're seeing; it's known as a POST code, or possibly a BIOS error code.

It sounds like either your firmware is faulty, or the motherboard failed.

Did you take out the CMOS battery and reseat it?
