I've had this on Lenovo tablets I've had in for repair and thej only way to get round it is to keep trying the start up process and sooner or later, a proper and much smaller type, English menu will show up. Once Google comes up, you wll need to know the account name and password that was used before because you can't change users on those devices.

If, like some customers of mine, you bought it in good faith you need to go back to the seller and ask them to log in then to create an account in your name with a disposable G-mail address and when they've done that, close and delete their account.
