It's a 8.1 and I upgraded to Windows 10 how do I factory restore this or how do I get rid of Windows 10 reset this with keeping my data?

If it hasn't been 30 days you can roll back your windows version.
There are tons of youtube videos on it, just search up Windows 10 rollback or something like that.

Backup your data first. Do not rely on the downgrade working, if things go wrong you will end up formatting and starting again.

First off, how do we know this remote access thing truly exists?

If it actually does...full wipe and reinstall of a clean OS.
Disconnect this system from the internet. Do this now.
Copy your personal data off to DVD or an external drive.
Create a Win 10 install DVD or USB. https/www.microsoft.com/en-us/software-download/windows10

Boot from that, and do a full reinstall, deleting ALL partitions on that drive.
