I have dell laptop. I can't open it without charger connection. When I am switching off charger switch , system shut down. So where is the issues?

Sounds like the battery isn't taking charge and can't even mains power through itself.

Remove it and order a replacement. Expect to pay a decent amount because the cheap ones might be clones which might cause fires.
