I have Yamaha 7.1 channel receiver both of toslink port are off no signal out from it.. how to fix it

Are you sure that your receiver has toslink audio out? Most only have inputs. We can't check since we don't know the model number.
If you are trying to get audio from your TV to the receiver via toslink you have to turn the optical output on in the TV and assign the optical connection to an input on the receiver. Check your owners manuals for how to do that.
