I just got given a Toshiba satellite laptop had to buy a universal power supply I plugged it in but it won't power up or show

The so-called universal power supply units usually have a small screw head surrounded by some numbers ad you can adjust it accordingly. Your battery or old charger unit should show you the Voltage and Amperage and those two, when multiplied together makes the Volt/Amps figure - an example would be 19 Volts @ 3.42 Amps would end up with a figure 65Va.

You need to adjust the unit to achieve that figure which is on the old charger or if you binned it, the battery.
