I keep getting a pop up, is this normal?

Here is the picture its asking if I want to proceed, and I have no clue what it is so I keep pressing no, and 10 mins later it pops back again. I never went to any sites and I'm more knowledgeable than the average compute user or security and virus safety but this I have no clue how its happening or where its from.

View the certificate and see what information is provided.

Close the pop-up and open Task Manager. Start watching around the 10 minute mark and see if you can find what application/process is launching the pop-up.
