As superninja stated, that "cheap" and "video editing" are oxymoron to each other and should not be in the same sentence.
Anything that can edit 4K go-pro video (without taking days to do so) is going to be using an i7-6700HQ or i7-7700HQ cpu, and that plus a GTX-1050 ti gpu in it and 16gb of ram is going to run at least $1k.
