i need an app that will allow me to tether my straight talk iphone4 to my acer pc

when i use my iphone now as a hotspot i get a message say my phone is not set up for hotspot

This is more dependent on your service provider than your phone, since by tethering you are using their network to access the internet. Most providers, by default, do not allow mobile tethering. This has to be purchased as part of your cell phone plan/package. Try giving Straight Talk a call and see if they can resolve this for you.
