1. Your link does not work
(OK, copy/paste does...PITA)

2. You generally can't 'increase' the quality. You can't add pixels.
Make it bigger, it will look crappier

3. What font is that?

4. A gif format is generally better for that type of image

5. Who made it? Who owns the copyright?

6. 'better when zoomed in'.....for what use? what platform?

Have you tried opening a new file and setting a custom resolution? You could for example set a 6000 x 4000 resolution for you document and scale the writing accordingly

not gonna work unless you know how to vector trace this in illustrator or corel draw .. what is the intended application ?

on the other hand you should ask the designer who made it for you to give you the original vector format. you will need it in the long run for lots of applications anyways.

I knew exactly what would happen, but just for demonstration purposes...

Take the original jpg
Increase to 6000x4000 as recommended above
After a few minutes of optimizing....
This is part of the RA in "Crafted"

Looks like absolute crap. Don't do that.

I actually meant for the op to draw the image from scratch (it honestly doesn't look that hard) at that resolution. Making everything bigger as a result of that

Well...the OP wanted to 'edit' the original.
If he could create a whole new one from scratch, he probably would not have asked for assistance.

OP...who created this originally? Ask them.
