Partytime's link has a lot of good information. The concensus is that you need to reinstall your operating system.
Do you have the recovery disks for your computer? If you do not have the recovery disks order them from the manufacturer that makes your computer. If the manufacturer doesnt have them, then you need to buy them from a third party. Purchase them from:

That link will allow you to put in the information that you need to properly order the disc set to install the OS and Drivers and Utilities for your computer. It will start it back over to scratch and get rid of:

As I suspected, you have been trying to restore to factory settings. This does appear to be a common problem with Toshiba Satelites. The link I gave was the best explanation of the problem that I could find and it gave the reason for it happening, the model of the laptop is only relevant when ordering from
recovery-disks.com/custom You should place the order with the correct information in order to make sure that you get your discs on time.
