If u have external mouse use it to open your touch pad icon bottom right with all the other buttons. Turn pad back on. If u want to turn it off while external mouse is plugged in, there is an option for that too.
There's usually a keyboard combination you need to press to enable/disable the touchpad. Sometimes there's a part of the touchpad itself you touch to disable/enable it. Without knowing the exact model of your laptop I can't be more specific.
