Is the Chromebook not booting, no screen (desktop) image....? Is it just "dead"?

Chromebooks aren't running Windows.

What do you need fix?
All configurations in ChromeBook are done thru browser' Settings.
And yes, there's a desktop metaphor, just you can't put (easily) anything on it.
