I don’t have Wi-Fi and I don’t have hotspot I have a iPhone 5s and I want to connect it to my Visio flat screen smart TV 32 inch without using any kind of cord’s or Wi-Fi or hotspot just my phone data Is it possible if so please please let me know

No it's not possible under the conditions you state. The easiet option would be to use a lighting to digital AV converter and connect your phone with an HDMI cable to the TV.

For the purpose of? Simply display phone's screen on TV, or TV using phone cellular for Internet access?
