While you can create an ID on the phone, and access one or two things that are 'Apple', you will not be able to get games, apps, etc., that are meant for Apple devices, nor will you be able to access most Apple services.

The only thing I have found that works on an Android phone (using "JellyBean" or later) would be Apple Music. https://support.apple.com/en-us/HT205365
