How do i know if im blocked from a verion user I've called from different numbers and I get a recording that my call can't go thru because of restriction

It's a prepaid phone that is out of airtime. I allowed mine to run out bc i got a new one and changed my number. Thats what it said when I randomly clled my other phone to see what happens
