Is a pixel phone, android model o lost it at my office nd they stole it there, since then I can't get my contacts back, but I went and renew my sim wen I got it, it was empty, so please help

Only your Service Provider can help you and they may be able to tell you where it was when last turned on. You also need to notify them of the loss because you are liable for any bill the finder or the thief is running up in mobile data and calls.

Your contacts might be available from your G-mail account if you synchronised the data with Google.
