I need to install Windows 8.1 32 bit on my 64 bit laptop., through a DVD.
However once I install the DVD, I could not find the WiFi and blootooth driver. How can I find it. Please help me.

1) You only need to do this for the wi-fi driver then once setup to your local network you'll have network access.

2) You can also plug into your ROUTER via an ethernet cable long enough to get the wi-fi driver downloaded.

3) If there are no Windows 8 drivers (likely since you are upgrading) use previous 32-bit versions (not 64-bit).

4) I upgraded from Vista 32-bit to W8 32-bit and my wi-fi worked without drivers so it's possible your wi-fi already WORKS but you haven't setup the connection yet.

I'd be very surprised if you needed a driver since W8.1 should include all laptop wi-fi drivers from previous years.
