An 8th gen Core i3 should be absolute minimum if you plan on doing larger projects or rendering. I would say that an 8th gen Core i5 or a Ryzen R5 would be much better for CAD. If you only ever plan on doing very small projects, you can probably get away with one of the hyperthreaded Pentiums, but my recommendation is the i5 8400 or the Ryzen R5 1400 (lowest price for 4 core 8 thread performance) or if you can spring for it the 1600.

I'd be interested in your thinking in which an 8th gen i3, which is FINALLY a true quad core like the i5 was, wouldn't be able to perform the same work, that the i5 has been recommended as an entry level chip for, in these kinds of work loads.

The new i3 might not have as much L3 cache as the i5, but the 4 cores and high clock speeds make it just as capable as older i5s. There is no reason an 8th gen i3 can't be the entry level suggestion. Sure, the 8400 would do better with its two more cores, but it also costs a significant amount more than an 8100.
