Intel CPU is NOT working... HELP !!

So I have had the Sony VAIO Fit laptop.. And at first I was able to run games and multi task fine and no stutter or lag. But now, the CPU throttles and stays totally STUCK at 0.78 Ghz .. it goes all the way up to 2.6 Ghz when i am watching it on the task manager.

Before i get to my specs... listen.. i am aware the power of technology and know that I can spend tons of money for a brand spanking new laptop or computer to game on. but i dont care because optimization is great. it's not the games it's the cpu . so don't come at me telling me to upgrade. i simply don't care.

Now, I am running on this :

Windows 8.1
SVF14N13CXB - model number
Intel Graphics HD 4400
8 Gb RAM
1.6 Ghz stock I5 4200u Processor but goes to 2.6 boosted.

My problem is this.. I have done the performance settings on my battery all of that. And it will be fine and then it will go to .78 ghz again after 5 or 10 mins .


This happens on any game any settings even on the internet...

My temperatures range from 50 - 76 as the absolute highest during any situation..

I am updated, drivers are all good, and i am just at loss of words right now.

It's a laggy mess when I simply want to have a good time .

And i know it performs.

So can someone please help a brother out.

there is no speedstep , how do i change the processor power management..?
 
keep in mind that i state above that my power options are on high performance so please dont say automatically say that without reading the issue fully. not to be rude, it's just really frustrating.
 


also.. i have already stated i have my power options set to every option and the problem still persists. i cant find the cpu power management in power options via control panel for the only option is the battery and how much energy is used.. there is also not a "none" option..
