Internet Speed High BUT Downloads slow?

Hi! I have a 1Gbps connection, but when i download torrents(with a good seed ratio) it's only around 8-10 MiB/s and when i seed it's around 3,5Mib. I've optimized deluge(torrent client) using a techsupportaler guide i found. Should i expect more? And if so what should i do to make it faster so i can download and seed more?

depend on who is on the torrent. What about download from steam or origin or some other legit download site?

Just downloaded a game from steam, i'm getting around 400 mb/s
