Iobit uninstaller yes or no?

Iobit uninstaller uses the normal build in installer of a program, but after that you can scan for left overs (like files, folders and registery keys)

Is it safe to use a program like this? is it recommended or not?

And CCleaner, registery fixer, is it good or not?

I have a windows 8.1 pc

Of those 3 things, the only one I would allow to touch any system I use or fix is CCleaner.
