iPhone 4 activation

Hey, I recently bought an iPhone 4 from the internet, at a really cheap price of 100nzd but I now have it and it is still linked to someone's iTunes account! I have absolutely no way of contacting the person who sold it to me and I can't do anything! I can get just to the point where I can connect to my wifi and then it goes to activate iPhone and it says It is currently linked to an Apple ID and need to put in the email and password which I have no idea of either! Please help me, is there any thing I can do? I'm in New Zealand. Have I just wasted $100?

Another good reason to avoid buying pre-used iPhone unless the seller is a neighbour or friend you see regularly.
