Iphone tethering to ethernet laptop

I have a wifi and USB disabled laptop. I have a iPhone 5S and female USB to male ethernet adapter. I want internet access through ethernet. When I turn on hotspot through USB and connect to adapter and inturn to laptop ethernet, Iphone does not recognise the device. Any help will be appreciated.

Unless I'm reading you wrong, it could be because the laptop is USB disabled.

That said, it doesn't explain why the iPhone can't simply "see" a wi-fi signal coming from your router. Can you give us some more details about the network setup, please? .
